Security and post-conflict Security Sector Reform (SSR) are inherently political processes and cannot be approached from a purely technocratic or security-oriented perspective. Our engagement in this sector considers formal and informal influences on all structures, institutions, and actors involved in security provision, management, and oversight, at national and local levels. Sahan has a proven track record of direct engagement with leadership in transitional environments on issues of security sector governance and reform, providing customised research, analysis, monitoring, and advice to national and international security partners. Sahan services based on past performance and proven expertise include:

  • Climate and Conflict. Sahan actively engages in research collaborations with regional and international organisations emphasising the promotion and execution of strengthened research, evidence, and analysis concerning climate and conflict, migration, mobility, and forced displacement.

  • Transnational Security Threats. Sahan works with national governments and international bodies to understand and counter transnational security threats, including terrorist groups, criminal organisations, weapons proliferation, and migration patterns. 

  • Improvised Explosive Devices and Counter-measures. Sahan conducts research and analysis on improvised explosive devices (IEDs) and strives to implement counter-measures to such threats. 

  • Security Sector Assessment and Monitoring. Sahan conducts assessments of fragile governments’ security systems, including the composition, competence, and conduct of national forces. 

  • Countering Violent Extremism. Sahan conducts research and analysis on countering violent extremism (CVE), with a view to developing innovative strategies and techniques in the near future.
