Security & Security Sector Governance

Security and post-conflict Security Sector Reform (SSR) are inherently political processes and cannot be approached from a purely technocratic/securocratic perspective. Our engagement in this sector considers formal and informal influences of all structures, institutions and actors, involved in security provision, management, and oversight both at national and local levels.

Sahan has a proven track record of direct engagement with leadership in transitional environments on issues of security sector governance, providing customized research, analysis, monitoring, and advise to national and international security partners.

Sahan’s services in this area of expertise include:

  • Deeper and more comprehensive understanding and analysis of political, security, economic, social, and cultural context.
  • Historical research on local conflicts
  • Political economy assessments of regional armed forces and groups
  • Analytical reports on terror and crime organisations and their affiliates

Specific areas of focus in security include:

1. Transnational Security Threats

Sahan works with national governments and international bodies to understand and counter transnational security threats, such as terrorist groups, criminal organisations, weapons proliferation, and migration patterns. Sahan’s expertise includes:

  • Investigating and analysing the activities of transnational terrorist and criminal groups
  • Researching terrorist tactics, techniques and procedures (TTPs) and countermeasures
  • Capacity-building in criminal intelligence analysis, analytical support for investigations, and open source monitoring and analysis
2. Improvised Explosive Devices and Countermeasures

Sahan conducts research and analysis on improvised explosive devices (IEDs) and strives to implement countermeasures to such threats. Sahan’s expertise includes:

  • Conducting of regional IED threat assessments
  • Post-blast investigation, exploitation, and analysis of evidence from IEDs
  • Training for IED specialists
  • IED risk assessment and management strategies
  • Developing of regional C-IED strategy
3. Countering Violent Extremism

Sahan is conducting research and analysis on countering violent extremism (CVE), with a view to developing innovative strategies and techniques. Sahan’s expertise includes:

  • Assessing political, security and socio-economic dynamics that give rise to violent extremism
  • Identifying, researching and analysing trends and patterns in violent extremism
  • Evaluating current strategies and proposing alternate methods for CVE

4. Security Sector Assessment and Monitoring 

Sahan conducts assessments of fragile governments’ security systems, including the composition, competence, and conduct of national forces. Sahan’s expertise includes:

  • Research and analysis of force composition
    and conduct
  • Risk management analysis
  • Consequence management
